problem with a formula

Dear All,

I am trying to get the following formula to work and I can
not understand why it will not recognise the value of C2
in the equasion. I am at my wits end to a soloution. If
any one has any ideas it would help heaps,
=IF($B$21=B2,B4,($B$21=C2,C4))

For me, if B21 <> B2, the cell shows #VALUE! That's because this part

($B$21=C2,C4)

is syntactically incorrect and evaluates to #VALUE (try it: in the formula
bar, drag the mouse over just this part of the formula, then press F9)

I think you wanted an embedded 2nd IF statement, as Frank shows.
