Problem with categories in Public Folder

We use public folders to keep conversations in different groups. We
filter them by category. We have been using this system since Office
2003 and have been using a custom form that has a category field.
When a user clicks on "reply to folder" the reply portion of the form
is then displayed as it should be, except that the category field is
now blank. Is there a way to have this automatically populated? As
it is now, the post will not be seen in the filtered view.

As a side-question, can the same be done with the follow-up flags?
Not necessary, but would be a nice feature.
