Problems exporting Vcard

I have been trying to export a Vcard from Outlook 2003

Everytime I try to open or export a Vcard, it gives me the
error "A Required Component is missing: WAB32.DLL Please
install Microsoft Outlook Again".

I have totally removed office, and reinstalled it. Still
get the same error. HELP! people send me Vcards all the
time, and I used to use them; but i cannot anymore because
of this. Can anyone shed any light on this.
