Protecting word documents

When I try to edit my protected document it shows the protection pane (Word 2003). This pane allows the user to unprotect the document. How can I prevent the pane from showing or the user from unprotecting (Using Word.Document object, registry, etc.)?

You can assign a password. If you use a strong password, this will keep
anyone from unprotecting _that_ document. It will not keep someone who can
read it from putting the same content into another document and changing
that.
