Pub refuses to word wrap

Publisher refuses to word wrap. I am experienced with pub but I can not
figure why it is doing this.

I create a text box and leave the setting at their default (through, both
sides). I enter text into the text box. I insert a jpg image, set its format
layout properties to tight, both sides. After this, the text refuses to work
wrap, all it does is move above or below the image.

I have spent over an hour jacking around with the text box properties,
changing the images order from back to front and everything else I can mess
around with.

What gets me I am editing an existing publication which has word wrap
working just fine in the other text boxes. I mimic the settings and it still
screws up. This problem only exists when I create new text box.

Of course I am under the gun to get this publication finished and printed
which must be why Pub has decided to hose me big time. The help file offer
zero help on this problem.

On XP - SP2, Office 2003 - SP1

There are only two things I can think of. The actual image isn't set to
wrapping (you can set text box wrap and image wrap), or your text isn't
actual sentences with words and spaces.

For example:
Will not wrap -
"Icreateatextboxandleavethesettingattheirdefault(through,both"
Will wrap - "I create a text box and leave the setting at their default
(through, both "

Do you have a border? Send it to the back. If this is an existing document, there
maybe some artifacts your are not seeing. Move your objects off to the scratch area,
is there a unused text box left in the publication screen?
If you cannot resolve this, send me the document and I will take a look
