Public folder non delivery report urgent

We have a public folder to receive emails from external email address. It is
used for corpate emails so the public can contact organisation. Permissions
Anonymous set as Contributor on folder so that it can receive the emails.

The folder is continually reporting in the event logs the following:
The delivery of a message sent by public folder (xxx) has failed to
(e-mail address removed).
There are no rules set on the folder to respond to emails at all.
Usually when this happens the folder has mail messages in it from external
people with out of office rules saying we are currently out of the office.

The pub folder definately does not have any rules set or moderate
folder/folder assistant rules set at all. How can this be happening
