Publisher 2000 - File is locked... being used by anotherapplication...

Hello. I am the network administrator for a suburban school district. I am experiencing the following with Microsoft Publisher 2000:

1. If a user that has Read and Write permissions to a network folder opens a Publisher file, no user after that can open the file, regardless of their permissions. The error message is: "The file \\<Server>\<Volume>\<path>\<filename>.pub is locked because it is currently being used by another program. Please close the other program and then try opening or importing the file again."

2. If all users accessing the same file have Read Only permissions, it opens without problems for multiple users.

3. This behavior is identical regardless of Network OS. I've tried it using Netware, Windows 2K Server, and shared folders from Windows XP.

My client configuration is:

Windows 2000 Pro - SP4 - Office 2000 - SP3 - IE6 SP2 - Novell Client 4.83SP2 - Symantec Antivirus 8.0

Any ideas?

Publisher is not designed to be used on a network and is not at all network
friendly.

What is more, running it on a network will result in file corruption and
lost work that will not be able to be saved.

The only way this can to some extent be overcome, not disregarding the
previous sentence, is to open the root of the server to full permissions for
all users. I am sure you are *right* into that suggestion!!!
