Publisher 2003 or FrontPage 2003?

I will be designing a couple of web sites in the near term and given the
inherent problems associated with "design distortion" that occurs across
different browser applications, is there a better choice of application for
creating the web pages? I presume the choice for a novice is between
Publisher 2003 and FrontPage 2003. Alternatively, some of the things I've
read have told me that building from the bottom up using straight source
code, e.g. Altova XMLSpy, and CSS etc., is the way to go if I want to ensure
proper viewing of my web sites across different browsers.

Any suggestions as to the best course of action? Thanks in advance.

Personal opinion - Use FrontPage. That program is specifically made for
doing just that. Publisher *can* do the job but I've heard about alternate
browser issues, bloated code, etc. I can't see dealing with that if you have
the choice to use the correct tool.

I have used both and there is no comparison for webpages, go with Frontpage
03. A basic knowledge of html is highly recomended. I did some classes at
ed2go.com and these helped me get started.
