Publisher 2007 - Where can I buy a Windows 2003 Teminal Services l

I'm runnnig Windows 2003 with terminal services - I need one Publisher 2003
license for it and because I use terminal services, the Small Business
license is not good, MS support document 924622 says I need a Volume License
key or a program that does not require License Activation.

QUESTION: Where can I buy this license? - I've searched all over and have
found nothing.
