Is it possible to import a Quark Xpress design into
Publisher or would it have to be totally re-created?

You may have limited success with copy and Paste Special, but for the main
part you will have to re-create designs.

You can copy and paste the majority of the contents from the clipboard.

If you don't have Quark, get the person to send you a PDF file without any
security settings so you can copy and paste the contents from the PDF file.
