Publishing a technical manual

I wish to publish a 100 page technical manual. The text
for this project now resides in MS Word 97.

1. Is MS Publisher a suitable tool for this task?

2. Can I import my Word document into MS Publisher as a
starting point?

3. Are the versions of MS Publisher backward compatible
like other MS products?

4. Is any specific version better for this task than
another?

Yes. Publisher 2003 is especially up to this task.
3. Are the versions of MS Publisher backward compatible
like other MS products?
Not all of them.
Publisher 2002 will open native Publisher 2003 files
Publisher 98 and 2000 will open 2002 and 2003 files after they have been
converted. Publisher 2002 and 2003 come with converters to save Publisher
98 and 2000 files.
All versions of Publisher will open files from previous versions of
Publisher (apart from v1.0 files, but I don't think that will affect you)
4. Is any specific version better for this task than
another?
Publisher 2003 is especially up to this task, in particular if you are
looking at getting your manual professionally printed.
