Publishing eBook

I really just want to create an electronic version of a book and make it
available for download. Is MS Publisher the right application for this?
Will the end user have to download any software to be able to view it? It's
approximately 30 pages.

If this isn't the idea way to accomplish then do you have any suggestions?
