punctuation issue with HTML formatting

OK,

I keep HTML formatting enabled by default for new messages, and I¹ve noticed
that when I receive replies from certain recipients (not all) that my
apostrophes appear as commas in my original message. What I¹d like to know
is:

Is this how it appears to the recipient when they initially receive the
message, and, if so, how do I make it stop doing that (without simply
turning off HTML)?

I know how to type correctly and I¹d prefer to not appear as someone who
doesn¹t.

From what I'm told, usually not. It's usually when the person replies and
quotes your original message that the characters get mesed up.
and, if so, how do I make it stop doing that (without simply turning off
HTML)?

The problem has to do with the way that Outlook Express for Windows (and
possibly other mail clients) interprets and sends out messages.

You can help to avoid this problem by not sending any non-standard quotation
marks in messages. Go to Tools > AutoCorrect, click the "AutoFormat" tab,
and under "Replace as you type", uncheck "Straight quotes with smart
quotes", and click OK.
