No it cannot. You could use a hyperlink to wake up such an application.
Without too much effort, you could also write some VBA script that would pull
information from a single line item such as finish date and cost. That
information could also be fed to an application of your choice.

Another option, also using VBA. VBA can gather information needed for the
PO from Project. It could then also wake up MS Word using a specific
template file. Rather than using Normal.dot you could use PO.dot (a file you
would have to create yourself). You could then take the information from
Project and migrate it to the new Word file. It could also wakeup Excel.

You may get some additional input if you post to the Developer newsgroup.
