query wont return filled out survey form

i have 17 forms that are used to enter in surveys, each survey is 17 forms
long.
the entry form when opened shows blank new records(which i want)
howeever......

when i query the database i want it to be able to have the return results
as a full survey (all 17 forms) filled out.

so u can browse through a filled out survey. and either make edits or
not.
