You provided this answer to the original question of "display message tip on
mouseover." "I have also found that <acronym title="">""</acronym> also
works".
I followed your instructions and it works. I am hoping you can give me some
input on how to change the font type and size and background color of the
dropdown message?

I know of no way to do that. Notice that all similar drop messages,
whether in a web browser or in Windows itself, have the same font and
colour.

Maybe someone else has the answer.

To change the font displayed by a span or acronym tag, add the font data to the tag, or do it using
css by assigning it using a css class for span or acronym.

You should be able to set the background color as well using css.

BUT - you cannot style the information that is displayed by the title
attribute, unfortunately.
