Quotation Marks Problem

On one of my documents, the first quotation mark in a
quote is printed at the bottom instead of the top of the
line (the 2nd quotation mark is properly placed). HELP!!!

Select the affected text, go to Tools | Language | Set Language, and see
what language is selected. Most likely it is something other than English.
"Smart Quotes" adapt to the language setting (for example, if you have
French selected, you get guillemets instead of "quotation marks").
