Read Only problem in Public Folder Contacts

I have recently upgraded from Exchange 2000 to 2003 and migrated my public
folder business contactcs list.

Now all users on the network bar me are unable to modify particular contacts
although they are all setup with full permissions to the contacts public
folder.

I have unmounted the public folders and recreated all the permissions but I
still seem to be the only person who can modify items as i am the domain
admin?

Any ideas as this is starting to escalate into a real drama within the
business
