Would like to know if there's a way to override someone in Outlook 2003 if
they choose not to respond to a read receipt. Is this just the way the system
is designed or can something be done to disable that ability?

GPO is the group policy object within active directory
you would need to go to active directory user and computers (from
administrative tools) right click on the organizational unit for the users
you want to change, go to properties, click the group policy tab then edit
button. then under user configuration, right click on administrative
templates and go to add/remove templates. if the office templates are not
listed, you can click the add button and (if office 2003 is on that machine)
you can add them then you will see the office applications listed under
administrative templates. the options are under outlook 2003
