Read Receipts in Outlook 2002

On our company's outlook 2002 system, it gives the
employee the option to respond back when they have been
sent an e-mail that has a read receipt request. Can this
be changed so that they must respond back?

The HR people in our company need to be able to document
that someone has opened the e-mails HR sends, but this
user option is stopping that process.

Yes, you can enforce this with a group policy in Active Directory.
