I assume you want to limit user write access to the file. As far as what
the various readers can or cannot do, I do not know, but for a listing
of them go to our MVP website at: http://www.mvps.org/project/faqs.htm
and take a look at FAQ 16 - Project Viewer.

As an alternate you could also password protect the file. To do that, go
to, File/Save As/Tools/General Options. Users will still be able to save
a read-only file under a different name but at least the "live file"
will remain under your control.

Another suggestion, if you have MS Excel 2003 you can export your project and
MS Excel 2003 has the capability to expand/collapse groups and may be you
can password protect them as well.
