Reason for Different Outlook Account Interfaces?

On some of our Windows 2000 machines, Outlook has a Tools | Accounts
interface for setting up Mail, News, etc. On other Windows 2000 machines,
there is an older looking Tools | Services dialog that seems to serve the
same purpose but using an older MAPI-services-style interface.

What accounts for why some machines have the different Accounts interface?
What upgrade is required to get a machine to use the newer-style Accounts
interface?

You did not post your Outlook version. One would assume you installed
Outlook 2000 in two different mail support modes. For information on
