Receiving e-mail errors

New guy here...can use some help with what should be a simple
thing...just can't figure out why I keep getting an error.
I set up my e-mail account...using POP settings...the wizard verified
the settings and all was well. However, when I try to get mail from
this account I get the following in a small pop up window:

Error -------------------------
problem retrieving message.


Explanation ---------------
Could not retrieve mail.

Account name: "Mike Franklin Ministries"



Error: -16999

I've deleted and rebuilt the account several times and it always
verifies my settings as correct...until I try and get mail. It worked
just fine the first couple of weeks after I set it up and then quit.
I'm out of ideas!

Solution: Try using account with secure password selected and not selected.

In the Account window, select "Click here for advanced receiving options
button".
Toggle "Always use secure password"
Try to receive mail again.
