recover excel file in recycle bin

i have a file needing to be recoverd. it's in the recycle bin, but i when i
select restore it won't let me

What exactly happens when you attempt to restore the file? Since
your question has nothing to do with Excel per se, you might have
better success asking in a Windows newsgroup.
