/recycle option keeps reappearing in shortcut

Windows 2003 Terminal Server with Citrix MetaFrame situation - 4 servers -
Terminal Services roaming profiles.

Everything is working OK except that shortcuts to launch MS Outlook XP in
the Quick Launch bar keep getting the /recycle option added, which means
that clicking the shortcut does not launch another Outlook window.

I make sure that I have only one session open, check the shortcut in the
roaming profile and it does not have /recycle. Then, I logon remotely using
either RDP or ICA and use the shorcut to launch Outlook. Sometimes, not
every time, the /recycle option gets added back.

So, how can I convince Outlook to never add the /recycle option to the
launching shortcut?
