Red X's in email

I am about at the end of my rope. Running Windows XP,
Outlook 2003. When I recieve a email the pics are
showing as red X's. I have changed the Security setting
that allows pictures to be downloaded but gives you the
warning "Right click to download pictures" but the
pictures never will load. What am I missing???
