Redistribute CDO 1.21

Hi,

I use CDO 1.21 to access to outlook messages, but
when I try to execute
the aplication in a XP platform, I realize that XP doesn't
have the CDO
1.21.

How can I redistribute CDO 1.21 in different plarforms?
