Problems refreshing web page

I am trying to load a primary web page, whicih will immediately refresh to a
seconday page

I tried inserting :
<head>
<meta HTTP-EQUIV="refresh" CONTENT="1"
URL="http://www.oakridgeonline.net/index2.htm">
</head>

I also tried simply "./index2.htm" as the index is in the same folder.

When I load the primary page the page appears to be cycling every second,
but the URL does ot appear in the browser and the browser stays on the
primary page.

Can anyone suggest where to go from here?

If you want it to load index2 and index2 is in the same location the it needs to be:
<meta HTTP-EQUIV="refresh" CONTENT="1; URL=index2.htm">
