Regional and language options -Cannot save language

I posted this question two days before and did not get replied. Here is the
original question.

I am setting a laptop for a French user. I used Windows control panel,
“Regional and language options†to set French (France) as default language.
Each time when computer is logged off, the default language is back to US
English. Other laptops work fine. I suspected that has something to do with
keyboard. How do I fix this problem? Thanks,
