Register by Phone won't work

After removing and re-installing Office 2003 Small
Business bucause the update engine couldn't find the file
on my OEM CD to use for automatic updates. Post Install
update from the website worked fine, but it's asking for
activation, activate over the internet won't work it says
I've reached my maximum, and when I try to activate by
phone the wizard closes early and doesn't give me a phone
number to call. I've tried for hours to try and find the
phone number...HELP!
