Reinstalling Office 2000 on New Hard Drive

I've seen this same post a few other times on the
newsgroup, but it doesn't appear that anyone has an answer.
Had Office 2000 Premium (OS ME) on old hard drive, get the
following message when trying to install after installing
new hard drive and running recovery disks.

Hi, Steve,

This error comes up when you are installing an upgrade license, and the
upgrade cannot find the previous version of Office (or other qualifying
software) to upgrade.

Insert the installation media (CD or whatever) and point Office to the CD.
