Thanks for the clarification! I would have posted some of those suggestions
again (one of which *was* a post of mine), so it's helpful to know what
you've already tried.
First of all, you should always keep your original installation media. If
it was lost or broken, you may be able to get a replacement here:

The Windows Installer Cleanup utility is only for Windows installer 1.x, not
version 2.x. You may be at version 2. If that's the case, it wouldn't have
worked. You may want to try manually removing the Windows Installer data,
because there's not a utility for Windows Installer version 2.x. However,
if your Office XP is an upgrade, you'll need to prove to it that you had a
previous version of Office in order for it to install. To make things as
clean as possible, here are the steps I'd follow:
1. Request a new Office 2000 replacement disk
2. Manually remove Windows Installer data for Office 2000 (see below)
3. Re-install Office 2000 with the replacement media you get
4. Run the Office XP upgrade and let it recognize and remove Office 2000
If it's not an upgrade, then you shouldn't need to do steps 3 and 4.
Here are the steps to remove the Windows Installer data manually, so that it
can get over its confusion about Office being there:
1. On the Start menu, click Run.
2. In the Open box, type "Regedit" (without the quotation marks) and then
click OK.
3. Locate and expand the following key in the registry:
HKEY_LOCAL_MACHINE\Software\Classes\Installer\Products
4. Below the \Products key, select each 32-character {GUID} until you find
the one whose ProductName value matches your version of Office.
5. With the 32-character {GUID} for your Office product selected, export
this entry for backup.
6. Delete the entry from your computer. Restart computer.
As to why Office requires the CDs for removal, I don't know the answer. The
things you tried below are all common fixes for removing Office without the
CDs, so if they didn't work, I don't have another answer besides just
clearing out the Windows Installer data manually.
