Report/query to verify timesheet reporting

I have been searching Project help and this site, without success so far. We
have recently started using Project Server and requiring timesheet entry by
our employees. What is the simplest way to view a report to see who has
submitted timesheets and who has not?

Solutions using canned or customized view as well as SQL-type queries are OK.
