Reposted: Restart numbering won't work

Normally this works for me, but for some reason Word won't
allow me to restart numbering a heading paragraph after
inserting a break (i.e., Insert | Break | Next Page).

I have tried the suggestions under kbbug KB286872 (WD2002:
Unable to Restart Numbering When the Level Is Linked to a
Style), but without success.

Any suggestions would be appreciated. Thanks ahead of
time,

Put cursor at start of bad para. Press enter. Restart your new para.
Delete the old one.
