Resize a group of selected items together

My scenerio is as follows: I have inserted four objects
which in this case are maps to make one big map and then
have drawn arrows, call outs and lines on the map. After
selecting all objects to make a group, I try to resize
the map as a whole and the four maps end up separating
and not reducing as a whole picture. Is there a way to
reduce a group of objects so that they will all reduce
together?

I have tried grouping the objects together, but it still
does not resize as a group.
