Restricting access to "All People" List

Is there a way to restrict access to the "All People" list for certain users?
We are wanting to give clients access to certain workspaces and have been
able to restrict what they can see for the most part. However if they click
on the "Welcome xxxx" button in the upper right hand of the screen and choose
to "Edit Settings" they can edit their settings and also view the entire "All
Peoples" list. Can I turn off access to that list for certain individual
userids? i know I can restrict the access globally but that would impact our
users that use the list.
