Is it possible to use Entourage without it creating a local .rge file?

Sure. .gre files are Entoruage archives. Entourage doens't use them for
day to day use. It stores everything in a database in the
~/Documents/Microsoft User Data folder.

I am sorry. I thought the .rge file was like the .pst.

I need to know is there a way to turn off the equivalent of .pst's for the Entourage client.

We want to keep the all emails on the Exchange server.

Entourage automatically creates the Microsoft User Data folder in your
Documents folder, and there is no way to disable that behaviour.

If you are using the Entourage as an exchange client the emails will stay on
your server unless you move them to Folders on my computer or if you
configure your account as a POP.

That's what happens by default. Nothing to worry about. THe e-mails are
simply cached in the Microsoft User Data folder (assuming that the
account is properly set as an Exchange account of course, not a POP one)

Others have verified that your Exchange mail will continue to reside on
the server unless you delete it from Entourage. Entourage simply syncs
with Exchange.

However, if you're asking this for security reasons where you don't want
mail stored at all on your computer then that's not currently possible.

Please be sure to let Microsoft know you'd like to see this feature in
future versions by using the Help --> Send Feedback mechanism in any
Office application.
