rotating picture

Someone just asked me to place a scanned picture in a
document. It was scanned a little lopsided and I need to
make it level. However, when I use the rotating handle
to try to make it level, it shifts in increments too
large to be helpful. I've tried holding shift and
everything that I can think of but it's still not level.

Can you help me?

Or use Format | Picture to set the rotation in exact degrees (though you may
still find that a degree is too gross an increment).
