Rule not running

I've created a rule that calls for a criteria (until I get a new alias userID, I'm using sensitivity PRIVATE) to send a server-hosted reply to the message. Well, the rule never seems to run (I'm in 2000 on a Windows 2000 OS) unles I 'Run Now'. It's a server-hosted rule, so it should run even when I'm not IN Outlook, right
