I have several Rules defined which move messages into
folders based on their subject lines. There two problems:

1) The rules do not "fire" when the message is received.
Instead, it takes 5 minutes (or more) for the message(s)
to be moved from the Inbox to the folders.

2) When a message arrives, I often manually delete an item
or file it in a folder. Then, 5-? minutes later when the
rule finally "fires" it takes the messages out of whatever
folder I put them in and re-files them based on the Rule.
This happens even if I have deleted the item, so I end up
having to delete and re-file messages multiple times.

WinXP 2002 Professional SP-1

My Inbox is local, as are my folders.

Are you on an Exchange server?
