Rules don't activate properly

I have Outlook XP, Office XP SP3 and Windows XP Pro. I have set up a series of rules (to send messages from certain sources to the Delete folder), using the Rules Wizard, to activate upon opening Outlook. They don't. I can eventually get them to activate by opening the Rules Wizard, clicking Run Now, getting the Rules to reappear unchecked, checking them again, then clicking Run Now again. This is much slower than simply deleting the offending messages directly. These same Rules, with identical wording, worked fine in Outlook 2000. Please help.
