Rules - how can i set up a rule to delete blank to & cc emails

if someone sends me an email with nobody in the "To" field, how can i delete
it automatically ? finding it difficult to specify the rule as such.

i am also hoping to do likewise if the from and to fields are the same. no
idea if rules exist for this.

You can make a rule that deletes ALL emails Except if the to field contains
a, e, i, o, or u.

I don't think the second one is possible.
