Rules keep getting turned off....

I have a computer in our 24 hour dispatch center with Outlook on it. When an
e-mail arrives, a rule is set to play an alarm sound. For some reason the
rule continues to get unchecked. We have people in there 24 hours a day, but
I don't think that the people in there know enough about Outlook to turn it
off. Does anyone know of a problem that could be causing this?
