I have about 100 rules. Is there any way to sort them?

Rule management is very rudimentary. You can drag them to a different
location, but there is no automatic sort since rules are based on the
criteria in the rule and not the name.

There are three types of rules used in Entourage to manage your mail. The
Mailing List Manager (MLM) and Junk Mail Filter (JMF) are names for
specialized rules. Rules are custom rules that you create.

I might suggest you look at ways to reduce the number of your custom rules.
First let the MLM handle all of your lists. For remaining mail, look at
using categories rather than individual addresses to greatly reduce the
number of rules you have. Example of using categories:

For example, you want all your mail from your buddies to go into your buddy
folder. Just assign the category Buddies in the address book to each
address. If you add extra addresses in the future to this category, the rule
using category will automatically include the new address. It's a lot easier
than having to open the rule and add individual address

Mail could in the "Buddy folder" can then be further sorted using a "Custom
view" for individual mail.

Use a custom view to sort individually. See the example custom view here to
