Rules not working right

The rules in office xp start after the connection to
download mail is made to my pop3 server.

I have written a few lines in VBA to set a timer for 6
seconds. Enought time to start all dlls before getting
email.

This process requires certificates and since I've had to
rebuild my machine, I'd rather not do that again.

Is there a timer COM object I could add in to cycle for a
few moments instead?
