Rules not working

Entourage 2004, v11.1.0 - Mac OS X (10.3.7) . I set up simple rules and 10
of the 12 do not work. This rule does not work - Such as if this person
email comes in sent it to this file. Others work, such as Mac Observer gets
forwarded to Newsletter folder.

Any ideas?
