1) How do I make rules work on IMAP accounts - Can I write rules so
that automatically these mail will be transferred to specified folders
on **my** machine ?

2) How do I delete unwanted mail FROM the POP3 server (i.e.) how to
avoid downloading and then deleting ? - OE 5 had a facility to delete
from server ...

If I wish to send a mail to a friend - but at a future date - say his
/ her birthday, is is possible to automate this with a rule ?

I think so. Did you try?

POP3

Outlook does not have a way to selectively refrain from downloading
messages.

Yes, but Outlook must be running at the time the message is to be sent.
