Rules when Sending E-Mail from Outbox

Rules written to be applied when messages are sent do not seem to work on
messages sent from the Outbox (messages composed offline, delayed send,
etc.). For example, a rule to copy certain outgoing messages to a specific
folder works fine when the message is sent while connected to the Exchange
Server, but not when working off line. (Exchange 2003/Outlook 2003).

Is there any way around this?
