Rules Wizard not showing after Office-XP install for OL

I may have posted in the wrong newsgroup here.
I have just installed and updated all of the applicable fixes from MS
related to Office XP. When I open the tools and/or organize fields there is
NO rules wizard to access on the menu or as an option under organize. Does
anyone have a clue. I am running this on WIN-XP PRO SP2. Outlook 2002
(10.4712.4219) SP-2. Thanks in advance.....Tom J.
