rules wizard

I have just reinstalled Outlook 2002 running Win 2000 Pro
on my workstation. The Rules Wizard is missing from the
tools menu. It is does not start from highlighting an
email and Create Rule. Using Organize, the Rules Wizard
button appears but clicking on it has no result. I have
noticed a warning message upon launching Outlook that say
the file extend.dat is missing or requires different
permissions.
Any suggestions?
